The Ministry of Law and Justice has notified the Notaries (Amendment) Rules, 2025, expanding the maximum number of notaries in Gujarat, Tamil Nadu, Rajasthan, and Nagaland to meet rising demand for legal documentation services. The notification, issued under G.S.R. 763(E) on October 17, 2025, amends the Notaries Rules, 1956, using powers under the Notaries Act, 1952.
Revised Notary Limits:
- Gujarat – from 2,900 to 6,000
- Tamil Nadu – from 2,500 to 3,500
- Rajasthan – from 2,000 to 3,000
- Nagaland – from 200 to 400
The move responds to population growth, administrative expansion, and increasing demand for notarial services such as document attestation, affidavits, and legal certifications.
By increasing notary availability, the amendment aims to decentralize legal services, strengthen grassroots justice infrastructure, and enhance ease of living and doing business—particularly in semi-urban and rural regions where access to legal documentation remains limited.
