The National Conference on Strategic Trade Controls (NCSTC) 2026 was held in New Delhi, organised by the Directorate General of Foreign Trade in collaboration with the Ministry of External Affairs, the Federation of Indian Export Organisations and other stakeholders. The conference provided a key platform to discuss India’s Strategic Trade Control system amid changing global security and technology dynamics.
Discussions focused on the SCOMET framework, which governs the export of dual-use and sensitive goods, technologies and software. Participants shared best practices to strengthen compliance, awareness and coordination among government agencies, industry, academia and international partners. A major highlight was the release of the third edition of the Handbook on India’s Strategic Trade Control System, offering updated guidance on policies, procedures and compliance requirements.
With participation from senior officials and experts, thematic sessions covered licensing, enforcement, supply chain security, Authorised Economic Operator programmes and Intangible Technology Transfer. The conference also addressed emerging technologies such as quantum computing, semiconductors and cybersecurity, reaffirming India’s commitment to balancing national security with legitimate high-technology trade.
