In a resounding assertion of its constitutional mandate, the Indian National Congress convened a high-impact Legal Conclave at Vigyan Bhavan, New Delhi. The gathering brought together national leaders, legal scholars, youth voices, and Chief Ministers in a unified call to defend democratic institutions and reassert the principles of India’s Constitution.

Led by Rahul Gandhi, Mallikarjun Kharge, and Priyanka Gandhi Vadra, the conclave focused on federalism, judicial independence, legal awareness, and inclusive justice. The event marked a strategic shift toward legal activism and institutional accountability—signaling the party’s deeper engagement with constitutional preservation in the face of rising centralization and institutional strain.

National Leadership Sets the Constitutional Mandate

At the Legal Conclave in Delhi, Congress leaders Rahul Gandhi, Priyanka Gandhi Vadra, and Mallikarjun Kharge set the tone by reaffirming their commitment to constitutional values. They emphasized the need to uphold institutional integrity, protect democratic structures, and empower the youth. Their core message was to ensure that justice reaches every citizen and that the Constitution remains the guiding force of governance.

Dr. Abhishek Manu Singhvi Anchors Constitutional Discourse

AICC Legal Cell Chairperson Dr. Abhishek Manu Singhvi delivered a powerful keynote on the role of constitutional courts. He stressed the importance of judicial independence and warned against rising authoritarianism. Articles 32 and 226, he said, must remain accessible tools for the common citizen to seek justice.

Telangana CM Revanth Reddy – People-Centric Constitutionalism

Telangana CM Revanth Reddy declared that the Constitution belongs to the people, not governments. He emphasized decentralized governance and judicial strength as safeguards against central dominance. His address highlighted Congress’s regional leadership taking a firm constitutional stance.

CM Siddaramaiah Felicitated for Federal Integrity

Karnataka CM Siddaramaiah was recognized for defending federal principles amid central overreach. He cited Articles 1 and 246 to advocate for state autonomy and inclusive development. His speech underlined the need to preserve India’s federal diversity through legal and political means.

D.K. Shivakumar – Ethical Governance and Legal Responsibility

Deputy CM D.K. Shivakumar spoke about combining ethical governance with constitutional commitment. He highlighted the importance of electoral reforms, citizen rights, and youth engagement in legal processes. He urged leaders to serve with integrity while remaining rooted in Article 21 guarantees.

Pawan Khera – Legal Narrative and Media Communication

Congress media head Pawan Khera emphasized the importance of legally sound political messaging. He urged party communicators to defend constitutional values in the media. “The Constitution must be retold to each generation,” he declared.

Chidambaram – Fiscal Federalism and Constitutional Balance

Former Finance Minister P. Chidambaram critiqued the financial centralization caused by GST. He called for restoring fiscal federalism in line with Article 280. He proposed stronger constitutional safeguards to ensure state financial autonomy.
