Delimitation of Constituencies in Andhra Pradesh and Telangana: A Renewed Debate

The debate over the delimitation of legislative assembly constituencies has resurfaced in the Telugu-speaking states of Andhra Pradesh and Telangana, with increasing political and public attention ahead of the 2026 deadline for reorganization.

The demand focuses on implementing Article 170 of the Indian Constitution, which allows for delimitation based on the latest population figures. Andhra Pradesh, in particular, has intensified its push for increasing the number of assembly seats in accordance with population growth and equitable representation. Currently, the state has 175 assembly seats, which some leaders argue no longer reflect demographic realities.

Key Issues in the Delimitation Debate:

  • States vs. Centre: While states like Andhra Pradesh are demanding immediate action, the central government is yet to take a definitive stand. Legal and constitutional procedures must be followed, with inputs from the Election Commission of India.
  • 2026 as the Benchmark Year: Article 170 allows for a potential increase in seats post-2026. The previous freeze on delimitation was enacted by the 84th Constitutional Amendment, which postponed changes until the first census after 2026.
  • “Legitimate Expectation”: Political leaders argue that states like Andhra Pradesh and Telangana have a legitimate expectation to receive increased seats, especially when they’ve controlled population growth as per national family planning goals.

Legal and Constitutional Aspects:

  • The delimitation process must be carried out under the supervision of a Delimitation Commission, which includes members from the judiciary and the Election Commission.
  • The exercise involves examining population data and aligning seat distribution accordingly while maintaining social justice, especially for SC/ST reserved seats.

As 2026 approaches, pressure is mounting on the central government to address the demands for delimitation. While Andhra Pradesh is at the forefront, Telangana and other states are also expected to join in raising their voices for fair representation based on “One Vote, One Value” principle.
