DoT Makes SIM-Linking Mandatory for All Messaging Apps to Boost Cybersecurity

In a decisive move to curb digital fraud and strengthen national telecom security, the Department of Telecommunications (DoT) has mandated that all messaging apps—including WhatsApp, Telegram, Signal, and Arattai—must remain continuously linked to the SIM card on the user’s device. The rule, announced on November 29, 2025, forms part of the Telecommunication Cybersecurity Amendment Rules, 2025, and aims to close loopholes exploited for cybercrimes and identity spoofing.

What the New Rule Requires

Under the new guidelines, messaging platforms must ensure:

  • Services function only when the app is actively tied to an installed SIM card.
  • Web versions automatically log out every six hours, with re-login permitted only via SIM-linked QR code scanning.
  • Full implementation within 90 days, followed by a detailed compliance report in 120 days.

Why the Rule Was Introduced

The DoT found that certain apps continued to operate even after the SIM was removed, allowing misuse of Indian mobile numbers from foreign locations without validation. This vulnerability has reportedly been used in account hijacking, spoofing, and cross-border fraud operations.

Legal Backing

The mandate is supported by:

  • Telecommunications Act, 2023
  • Telecom Cyber Security Rules, 2024 (Amended)
  • Telecommunication Cybersecurity Amendment Rules, 2025

Non-compliance may lead to penalties or suspension of services.

Impact on Platforms and Users

Messaging apps must redesign architecture to enforce real-time SIM authentication and stricter web-session controls. Users will need their active SIM to access services, and cross-device convenience may reduce—though security is expected to improve significantly.
