The Government of India has unveiled the Draft National Labour and Employment Policy (NLEP), titled “Shram Shakti Niti, 2025,” for public consultation until October 27, 2025. The policy envisions building a universal, inclusive, and technology-driven labour ecosystem that ensures social security, safety, and fair employment for all workers — including informal, gig, and platform workers.
Key Highlights:
- Universal Social Security:
A single integrated account linking EPFO, ESIC, PM-JAY, e-SHRAM, and State Welfare Boards to ensure portability and seamless access to benefits. - Workplace Safety Reforms:
Implementation of risk-based inspections, AI-enabled monitoring, and gender-sensitive safety norms under the Occupational Safety and Health Code. - Inclusive Employment:
Target to increase female labour participation to 35% by 2030, simplify MSME compliance, and promote digital transparency. - Skill & Employment Facilitation:
Launch of district-level job and skill centres, skill-credit systems, and convergence of training programs under one national framework. - Green Jobs & Just Transition:
Focus on creating sustainable jobs aligned with India’s net-zero climate goals and supporting workers affected by industrial transitions. - Tech-Driven Governance:
A new National Labour Data Architecture will enable real-time policy monitoring and AI-based decision-making for better transparency and accountability.
