India–Bhutan Strengthen Judicial Ties Through Supreme Court Law Clerk Exchange

The Supreme Court of India has signed a Memorandum of Understanding (MoU) with Bhutan to promote judicial cooperation through the exchange of young legal professionals. The initiative was announced by Chief Justice of India Surya Kant while welcoming two law clerks from Bhutan to work at the Supreme Court, marking a new step in strengthening institutional ties between the two neighbouring countries.

Under the MoU, two Bhutanese law clerks will be attached to the Supreme Court of India for a period of three months. During their tenure, they will receive the same honorarium as Indian law clerks, while their travel expenses will be covered by the Supreme Court. The programme aims to provide hands-on exposure to India’s judicial functioning and legal processes.

The agreement builds on discussions held during the visit of former Chief Justice of India B R Gavai to Bhutan in October 2025, when both countries expressed interest in expanding cooperation in judicial training, technology integration, and capacity building.

This initiative is significant as it strengthens judicial diplomacy, supports knowledge-sharing, and enhances professional development within the judiciary. It also aligns with India’s Neighbourhood First policy, reinforcing close ties with Bhutan through people-centric and institutional collaboration.
