In a major policy reform, the Rajasthan government has banned the employment of children below 14 years in all shops and commercial establishments across the state. The move, approved under the Rajasthan Shops and Commercial Establishments (Amendment) Ordinance, 2025, marks a crucial step toward protecting children’s rights and ensuring better access to education, health, and nutrition.
Key Child Labour Restrictions
Under the new ordinance, children under 14 years cannot be employed in any trade, shop, or commercial setup. Additionally, the minimum apprenticeship age has been raised from 12 to 14 years, bringing Rajasthan’s laws in line with national child protection standards. Officials emphasised that the amendment aims to ensure no child is forced into labour at the cost of their schooling or well-being.
Revised Rules for Adolescent Workers
The ordinance also tightens rules for adolescents aged 14–18 years, prohibiting them from working during night hours. This replaces the earlier age range of 12–15 years and seeks to prevent exploitation and unsafe working conditions, especially in industries with extended shifts.
New Working Hour and Overtime Provisions
The amendment revises labour conditions for adult workers, increasing the maximum daily work limit from nine to ten hours, and raising the overtime cap to 144 hours per quarter. The government stated that these adjustments aim to balance productivity gains with employee welfare.
Enhanced Safety for Women Workers
In a parallel move, the government also approved amendments to the Rajasthan Factories Rules, 2025, permitting women’s employment in select factories under strict safety conditions. Employers are now required to ensure:
- Availability of protective equipment like gloves, masks, and heat shields.
- Maintenance of air quality and ventilation standards.
- Mandatory safety training for women employees.
