Albania has made history by becoming the first country to induct an artificial intelligence (AI) entity as a government minister. The AI official, named Diella, was introduced on 11 September 2025 by Prime Minister Edi Rama during the Socialist Party’s assembly in Tirana.
Unlike traditional ministers, Diella is a digital avatar powered entirely by AI, tasked with overseeing public procurement—one of the most corruption-prone areas in governance. Diella will evaluate tenders, award contracts, and process government procurement requests through Albania’s digital services portal.
The government hopes Diella’s impartial algorithms will reduce bribery, favoritism, and inefficiency, ensuring greater transparency and accountability. The AI can even recruit talent globally, bringing flexibility and data-driven decision-making into administration.
While the move has drawn global attention, experts warn of security concerns and the need for human oversight, as flaws or manipulation in AI systems could cause governance risks.
With Diella’s induction, Albania has opened a new chapter in AI-driven governance, setting a precedent that could influence other nations to explore similar innovations.
