Samarth Panchayat Portal Strengthens Digital Revenue System in Gram Panchayats

The Samarth Panchayat portal is a major digital initiative by the Ministry of Panchayati Raj aimed at strengthening financial management in Gram Panchayats. It focuses on improving the collection and monitoring of Own Source Revenue (OSR), which includes local taxes, user charges, and service fees collected directly by Panchayats.

The platform enables end-to-end digital management of revenue processes, including demand generation, online payment collection, taxpayer registration, and property mapping. It also maintains records of panchayat-owned assets and offers a centralised dashboard for real-time monitoring. As of May 2026, the portal has recorded over 48 lakh taxpayers and more than 9 lakh registered properties, reflecting its expanding reach.

The initiative has already been piloted in Chhattisgarh and Himachal Pradesh, with Himachal Pradesh making it mandatory for all Gram Panchayats from April 2026. The government plans to extend the rollout to Assam, Uttar Pradesh, and Maharashtra in the next phase.

Linked to the broader Atmanirbhar Panchayat initiative, the Samarth portal is expected to enhance transparency, accountability, and financial autonomy at the grassroots level. By digitising revenue systems, it supports better governance and more efficient rural development planning.
