HYDRA Saves ₹700 Crore Public Land in Kondapur, Stops Illegal Plot Conversions

Hyderabad, November 21:
HYDRA has successfully protected government land worth nearly ₹700 crore in Kondapur, putting an end to illegal attempts by influential groups to convert open spaces into private plots. The protected land spans 4 acres, originally reserved for parks and public utilities, but was being encroached upon and sold as private plots through fake “bye-numbers.”

HYDRA Secures Public Land

In Kondapur village of Serilingampally mandal, Rangareddy district, HYDRA intervened after receiving complaints from the Sri Venkateswara HAL Colony Residents’ Welfare Association. The colony was formed in the 1980s over 57.20 acres with 627 plots, with specific allocations for:

  • Two parks (1.20 acres each)
  • Another park spread across 2 acres
  • 1,000 sq. yards for public utility facilities

These areas were illegally converted into plots and sold. HYDRA fenced the entire 4-acre area and placed signboards clearly marking it as public land meant for parks.

Illegal Layouts Exposed

As per the original layout prepared by Abbineri Anasuya and others in the 1980s:

  • A 1.20-acre park was divided into 11 plots and sold.
  • Two more parks were similarly sold using forged bye-numbers.
  • NRIs were used as “front buyers” in these transactions.
  • Developers like Simha Developers and Vasavi Group later purchased these illegal plots and allegedly deployed bouncers to prevent residents from even entering the park areas.

Residents complained that they were threatened and blocked whenever they attempted to access the park lands.

High Court Intervention

The Residents’ Welfare Association approached the High Court, which directed HYDRA to safeguard the open spaces. Following court instructions, HYDRA officials conducted a field inspection and confirmed:

  • Parks were illegally converted into plots
  • Open spaces were being encroached and sold
  • Original layout norms were violated

Based on the High Court’s guidance, HYDRA fenced the land and erected official boards marking the area as park land and public utility space.

Residents Express Gratitude

Local residents expressed satisfaction and relief, thanking HYDRA for acting promptly and protecting land meant for community parks and facilities. They felt justice had been delivered after decades of struggle.
