The Union Cabinet has approved the Bharat Audyogik Vikas Yojana Rasayan (BHAVYA Rasayan) scheme with a total outlay of ₹3,030 crore to establish three world-class chemical parks across India. The scheme will be implemented from FY 2026–27 to FY 2030–31 and aims to strengthen the country’s chemical manufacturing ecosystem through modern infrastructure and industrial clusters.
Under the scheme, ₹3,000 crore has been allocated for developing common infrastructure within the chemical parks, while ₹30 crore has been earmarked for administrative expenses. Each selected chemical park will receive up to ₹1,000 crore in central financial assistance, provided the respective state government contributes at least ₹500 crore.
The parks will be developed through a challenge-based selection process by state governments and must be built on a minimum of 2,000 acres (8 sq. km.) of contiguous, encumbrance-free land. Designed on a plug-and-play model, the parks will feature essential facilities such as Common Effluent Treatment Plants (CETPs), Treatment, Storage and Disposal Facilities (TSDFs), water supply systems, roads, and logistics infrastructure.
The BHAVYA Rasayan scheme is expected to promote investment, improve environmental compliance, enhance ease of doing business, and strengthen India’s position as a global hub for chemical manufacturing. It also aligns with the government’s broader vision of boosting industrial growth, creating employment opportunities, and developing resilient manufacturing infrastructure.
