India’s New Online Gaming Rules Under PROGA 2025 to Take Effect from May 1, 2026

India is set to implement a new regulatory framework for online gaming from May 1, 2026, under the Promotion and Regulation of Online Gaming Act (PROGA) 2025. Announced by the Ministry of Electronics and Information Technology, the rules aim to ensure user safety, promote responsible gaming, and bring transparency to the rapidly growing digital gaming sector.

A key highlight of the framework is the creation of the Online Gaming Authority of India (OGAI), which will oversee compliance, monitor platforms, and handle grievances. The authority will include representatives from multiple ministries, ensuring a coordinated approach to regulation.

The new rules place strong emphasis on user protection. Gaming companies will be required to implement safeguards against financial risks, psychological harm, and data security threats, while also promoting responsible gaming practices and transparent transactions.

Interestingly, the framework does not mandate pre-registration for all games. However, stricter norms apply to certain categories, particularly e-sports platforms, which must register with OGAI based on factors such as user scale, financial activity, and company origin.

Overall, the new rules mark a significant step toward building a safer and more accountable online gaming ecosystem in India.
