University of Liverpool to Open First Indian Campus in Bengaluru Under NEP 2020

The University of Liverpool, one of the United Kingdom’s leading higher education institutions, has received official approval from the Ministry of Education to establish its first campus in Bengaluru, Karnataka. The approval marks a major milestone in the implementation of the National Education Policy (NEP) 2020, which encourages globally reputed universities to set up campuses in India.

The Letter of Approval (LoA) was handed over by Dr. Vineet Joshi, Secretary, Department of Higher Education and Chairman of the University Grants Commission (UGC), to Professor Richard Grose, Provost of the University of Liverpool Bengaluru. The event was attended by Union Education Minister Dharmendra Pradhan, External Affairs Minister Dr. S. Jaishankar, and UK Foreign Secretary Yvette Cooper.

The University of Liverpool had earlier received a Letter of Intent in May 2025 under the UGC Regulations for Foreign Higher Educational Institutions. Following the completion of regulatory and operational requirements, the university has now secured final approval to begin operations in India.

The Bengaluru campus is expected to enhance access to global-quality education, promote research collaboration, strengthen student and faculty mobility, and deepen India-UK educational ties. The initiative reflects India’s growing efforts to transform itself into a global education destination while expanding international academic partnerships.
