Ministry of Mines Launches State Mining Readiness Index (SMRI) 2025

The Ministry of Mines has unveiled the State Mining Readiness Index (SMRI) 2025, a framework ranking Indian states on their preparedness to implement mining reforms and sustainable practices. Announced in the Union Budget 2025–26, the index assesses states on auction performance, mine operationalisation speed, exploration efforts, and sustainable mining of non-coal minerals.

The SMRI aims to enhance transparency, efficiency, and accountability in the mining sector while encouraging competition among states. By identifying strengths and weaknesses in mining governance, it supports sustainable resource use and helps attract investments.

States are categorised based on mineral wealth: Category A (mineral-rich) – Madhya Pradesh, Rajasthan, Gujarat; Category B (moderate resources) – Goa, Uttar Pradesh, Assam; Category C (limited resources) – Punjab, Uttarakhand, Tripura. Rankings consider both operational efficiency and environmental and social responsibility.

The SMRI is expected to accelerate mining reforms, promote exploration of new mineral reserves, and ensure sustainable practices, acting as a catalyst for modernising India’s mining sector while protecting natural resources.
