India Notifies Citizenship (Amendment) Rules 2026: Key Changes in OCI and Digital Processes

The Government of India has notified the Citizenship (Amendment) Rules, 2026, introducing significant reforms to simplify and modernise citizenship and Overseas Citizen of India (OCI) processes. Issued by the Ministry of Home Affairs, the new rules amend the Citizenship Rules, 2009 with a strong focus on digitalisation, transparency and efficiency.

One of the key changes is the clarification that minor children cannot hold both Indian and foreign passports at the same time, reinforcing India’s citizenship framework. The government has also made the entire application process for OCI registration and renunciation fully online, eliminating paperwork and making procedures faster and more user-friendly.

A major innovation under the new rules is the introduction of electronic OCI (e-OCI), allowing applicants to receive either a physical card or a digital registration. This move is expected to improve accessibility and reduce administrative delays.

The rules also tighten procedures for renouncing OCI status. Applicants must now submit declarations online and surrender their OCI cards to the nearest Indian mission or designated authority, ensuring proper record-keeping and preventing misuse.

Additionally, applicants opting for the Fast Track Immigration Program will need to provide consent for biometric data collection, enabling quicker and more secure immigration clearance.

Overall, the new citizenship rules mark a shift toward a more streamlined, technology-driven system, improving service delivery while strengthening regulatory compliance.
