S. Jaishankar and Marco Rubio held extensive bilateral talks ahead of the Quad Foreign Ministers’ Meeting, reaffirming the growing depth of the India-US Comprehensive Global Strategic Partnership. The discussions covered a wide range of strategic, economic, and geopolitical issues including artificial intelligence, defence cooperation, critical minerals, trade, visas, counter-terrorism, and Indo-Pacific security.
The meeting highlighted the expanding scope of India-US relations beyond traditional diplomacy into emerging technologies and strategic industries. Both sides reviewed cooperation in artificial intelligence, nuclear energy, defence manufacturing, energy security, and supply chain resilience. Critical minerals collaboration also emerged as a key focus area due to increasing global competition for resources essential to advanced technology and clean energy sectors.
India raised concerns regarding recent changes in US immigration and visa policies that have affected Indian professionals, researchers, students, and skilled workers. Jaishankar stressed that measures aimed at curbing illegal migration should not create difficulties for genuine travellers and legal mobility, which remains vital for business, academic, and technology cooperation between the two countries.
Marco Rubio clarified that the ongoing immigration reforms are part of broader modernization efforts within the US immigration system and are not specifically directed at India. He also acknowledged the major contribution of the Indian diaspora and Indian companies to the American economy.
Counter-terrorism and security cooperation formed another major pillar of the talks. India reiterated its zero-tolerance approach toward terrorism and highlighted growing coordination in intelligence sharing, maritime security, counter-narcotics operations, and defence partnerships. The discussion also touched on regional and global geopolitical developments, including Indo-Pacific stability, Gulf tensions, the Russia-Ukraine conflict, and secure maritime trade routes.
The dialogue reflects the strengthening strategic alignment between India and the United States as both countries continue to deepen cooperation through platforms such as the Quadrilateral Security Dialogue and broader Indo-Pacific partnerships.
