The conferment of the ‘Guardian of the Blue Horizon’ Presidential Distinction on Prime Minister Narendra Modi by Seychelles on 28 June 2026 has sparked debate on social media. While the Government of Seychelles described it as a prestigious honour recognizing PM Modi’s contributions to climate action, the Blue Economy, and support for Small Island Developing States (SIDS), several online users have questioned the authenticity, timing, and background of the award.
Was This Award Newly Created?
According to official announcements from Seychelles, the ‘Guardian of the Blue Horizon’ Presidential Distinction was instituted in 2026, and Prime Minister Narendra Modi is the first recipient of the honour.
Because it is a newly established award, there are no previous awardees. Being the first recipient is not unusual for a newly instituted national honour, although it has led to public discussion online.
Claims Circulating on Social Media
Several viral posts claim the award was created specifically for PM Modi and suggest it was linked to India’s assistance to Seychelles.
The posts list the following Indian assistance:
- US$125 million Line of Credit
- US$50 million Grant
- Fast Patrol Vessel for Seychelles Coast Guard
- 10 Utility Vehicles
- Five Laser Radial Class Boats
- Refit of PS Zoroaster
- Dornier Aircraft Upgrade
- Six Ambulances
- 500 Metric Tonnes of Rice
- 8,500 Metric Tonnes of Cement
Most of these assistance packages have been announced over different years as part of the long-standing India–Seychelles development partnership covering maritime security, infrastructure, healthcare, humanitarian assistance, and capacity building.
There is currently no publicly available evidence proving that these assistance packages were provided in exchange for the award.
Questions Raised About the Award Certificate
Some social media users have also pointed to:
- Alleged spelling or formatting errors on the award certificate.
- Claims that the certificate appears to have been generated using Artificial Intelligence.
- Assertions that AI-detection tools classify the text as largely AI-generated.
However:
- Spelling or formatting issues alone do not establish that a government-issued document is fake.
- AI-content detection tools are not reliable proof of authorship or authenticity. Different AI detectors often produce different results, and they cannot conclusively determine whether a document was written by AI or by humans.
Without confirmation from the Government of Seychelles or an independent forensic examination, these claims remain unverified.

The Government of Seychelles has officially stated that the award recognizes PM Modi’s leadership in:

- Environmental Conservation

During the visit, both countries also reiterated their commitment to strengthening bilateral cooperation.
