Kerala Launches HAWK, India’s First Judiciary-Integrated Wildlife Crime Management System

The Kerala Forest Department has launched HAWK (Hostile Activity Watch Kernel), India’s first judiciary-integrated digital wildlife offence management system, marking a major step in technology-driven forest governance and wildlife protection. The platform was officially launched on June 6, 2026.

HAWK is a comprehensive digital case-management system that tracks wildlife crime cases from the filing of a Preliminary Offence Report (POR) to court proceedings, witness testimonies, and final verdicts. By integrating with the District Court Management System through an API, the platform enables seamless coordination between forest authorities and the judiciary while eliminating the need for physical paperwork.

Developed with support from the Wildlife Trust of India and NTT Data, HAWK provides dedicated dashboards for forest officials ranging from Divisional Forest Officers to Chief Conservators of Forests. The system allows real-time monitoring of investigations, case pendency, and wildlife crime trends across the state.

Beyond prosecution management, HAWK also functions as an ecological intelligence platform by consolidating data on wildlife mortality, poaching incidents, illegal weapon seizures, vehicle involvement, and repeat offenders. The concept originated during Operation Shikar following the Malayattoor elephant poaching case and has evolved into a state-wide digital enforcement tool.

As part of its broader digital transformation efforts, the Kerala Forest Department has also launched a 24/7 Forest Call Centre and an online solar fence monitoring portal. Together, these initiatives aim to strengthen wildlife conservation, improve enforcement efficiency, and modernize forest administration in the state.
