India has launched two transformative initiatives — the Dumpsite Remediation Accelerator Programme (DRAP) and the Urban Investment Window (UiWIN) — aimed at fast-tracking waste clearance and driving sustainable urban development. Announced by Union Minister Manohar Lal Khattar at the National Urban Conclave 2025, these programs are vital pillars of the ‘Viksit Bharat @2047’ vision.
DRAP: Clearing India’s Legacy Waste
DRAP targets the elimination of 214 major dumpsites across 202 Urban Local Bodies (ULBs) — together holding over 8.8 crore tonnes of legacy waste, or nearly 80% of India’s total.
Key highlights:
- ₹550 per tonne financial support for remediation.
- ₹4,181 crore disbursed, enabling projects worth ₹10,228 crore.
- Over 7,500 acres of land reclaimed and repurposed for public use.
- Deadline for full clearance: September–October 2026.
The mission follows a 5P framework — Political leadership, Public finance, Public advocacy, Project management, and Partnerships. A real-time portal tracks progress, ensuring accountability and transparency.
UiWIN: Unlocking Urban Investment
Running alongside DRAP, UiWIN (Urban Investment Window) — managed by HUDCO — aims to attract private and multilateral funding for urban infrastructure projects.
Focus areas include:
- Solid waste management
- Urban mobility
- Water and sewerage
- Climate-resilient infrastructure
UiWIN will collaborate with global institutions like the World Bank and ADB to create sustainable, investment-ready urban ecosystems.

Together, DRAP and UiWIN represent a new phase in India’s urban transformation — reclaiming land, creating cleaner cities, and mobilising global capital for long-term growth under the Viksit Bharat @2047 vision.
