5th Marine Fisheries Census (MFC) 2025

India will launch a massive nationwide exercise on 31 October 2025 to document the socio-economic and occupational status of the country’s marine fishing community. The 5th Marine Fisheries Census (MFC) 2025, spearheaded by the Department of Fisheries, marks a crucial step toward data-driven marine governance and sustainable fisheries management.

Launch at CMFRI, Kochi

The census will be officially inaugurated by Union Minister of State for Fisheries George Kurian at the ICAR–Central Marine Fisheries Research Institute (CMFRI), Kochi. The event will also see the launch of the National Marine Fisheries Data Centre, a dedicated digital platform for collecting, storing, and analysing marine fisheries data across India — aimed at strengthening coastal development and resource conservation.

Comprehensive Coverage Across Coastal India

Over 1.2 million fisher households across India’s coastal states and Union Territories will be covered during the 45-day enumeration exercise. Trained enumerators, many from local fishing communities, will collect detailed household-level data on fishers, families, crafts, and gears. Conducted every five years, the census forms the statistical backbone of India’s marine fisheries sector.

First Fully Digital and Geo-Referenced Census

In a first for India, the MFC 2025 will be conducted through digital and geo-referenced platforms, eliminating manual data entry and ensuring real-time monitoring. CMFRI has developed customised mobile and tablet applications for field teams to enhance accuracy and efficiency. Two major digital tools — VYAS-BHARAT and VYAS-SUTRA — will be deployed to facilitate data collection and advanced analytics.

Exam-Oriented Facts

  • Census Year: 2025 (5th Edition)
  • Lead Institution: ICAR–Central Marine Fisheries Research Institute (CMFRI)
  • Under: Pradhan Mantri Matsya Sampada Yojana (PMMSY)
  • Coverage:2 million fisher households across coastal states & UTs
  • First fully digital and geo-referenced census

Driving Policy Through Data

Findings from the MFC 2025 will guide national strategies on sustainable fisheries, livelihood enhancement, and infrastructure planning. By combining scientific data with local insights, the census aims to bolster India’s blue economy, promote responsible fishing practices, and strengthen welfare measures for coastal communities.

With its digital-first approach and participatory framework, the Marine Fisheries Census 2025 sets a new benchmark for inclusive, technology-driven governance in India’s maritime sector.
